Out-of-State Carry by TX License To Carry (LTC) and Concealed Handgun License (CHL) Holders
Reciprocal Agreement
Texas has Reciprocal Agreements with these states. Texas LTC/CHL holders can legally carry handguns in these states in
accordance with each state's laws**, and individuals with Carry Licenses issued by these states can legally carry handguns
in Texas in accordance with Texas Law.
Reciprocal Agreement - Resident Only
Texas has Reciprocal Agreements with these states. Texas LTC/CHL holders who are residents of Texas
can legally carry handguns in these states according with each state's laws**, and individuals with Carry Licenses
issued by these states can legally carry handguns in Texas in accordance with Texas Law.
Unilateral Proclamation
Texas has issued a Unilateral Proclamation granting full faith and credit to the Carry Licenses issued by these states.
Individuals with Carry Licenses issued by these states can legally carry handguns in Texas in accordance with Texas Law**,
but Texas LTC/CHL holders are not licensed to carry in these states according to any licensing agreement.
No Carry License Agreement
Texas has no Carry License agreement in place with these states**. Texas LTC/CHL holders are not licensed to carry in
these states according to any licensing agreement.
No Carry License Agreement - Constitutional Carry
Texas has no Carry License agreement in place with these states**. Texas LTC/CHL holders are not
licensed to carry in these states according to any licensing agreement. However, this state has what is called
"Constitutional Carry". As long as you are following the law, these "Constitutional Carry" states do
not require a state-issued license to exercise a right guaranteed by the US Constitution.

Texas Department of Public Safety (TX DPS) administers the Handgun Licensing Program, licenses individuals to carry handguns
within Texas, evaluates the eligibility of applicants through criminal history background checks and monitors those currently
licensed to ensure their continued eligibility. DPS also trains and certifies instructors who teach the required course to applicants.
